Hiroshima International Animation Festival is a biennial manifestation held in Hiroshima City in August, endorsed by Association Internationale du Film d'Animation (ASIFA). Under the spirit of LOVE & PEACE, the festival has been dedicating to the advancement of visual media art culture in general, by promoting international cross-cultural exchanges through the development of animation art. Today, Hiroshima Festival is considered as one of the most respected animation festivals in the world. It is also qualified as an Academy Award Short Film Festival as well as ASIFA-Hollywood's Annie Awards Short Film Festival.

Hiroshima International Animation Festival was established in 1985, as a project commemorating the 40th anniversary of the atomic bombing. From the beginning, Hiroshima City and ASIFA shared a same idea, that is, to promote the international mutual understanding and to pursue eternal world peace through the development of animation art, which is a medium common to all human beings beyond nations and languages. The creation of this festival was largely due to the earnest efforts of the two animation filmmakers --- Renzo Kinoshita, who at that time was serving as a Board Member of ASIFA and the President of ASIFA-Japan, and Sayoko Kinoshita, who was serving as the General Secretary of ASIFA-Japan. Sayoko has been the festival director since the first edition, dedicating herself to lay foundation of this festival until today, and is now also the Vice-President of ASIFA and President of ASIFA-Japan.



Hiroshima Festival is a comprehensive animation festival, featuring competition programs to choose the Grand Prize, Hiroshima Prize and other prizes out of many latest animation shorts submitted from around the world. The festival also offers many special programs including retrospectives of masters and talented filmmakers, feature animations, high quality student works, animations for peace, for children, as well as seminars, symposiums, workshops, exhibitions, and educational film market. Furthermore, the festival provides free spaces, such as "Frame In" for animation students and "Nexus Point" for animation professionals, to screen their works, make presentations and exchange ideas. With its outstanding international programs and administration, the festival is highly recognized not only within animation field but also throughout the media art society.


On the occasion of the sixteenth edition HIROSHIMA 2018, the competition attracted 2,842 entries from 88 countries and regions, and 30,874 people participated during the five days of the festival.
Hiroshima Festival continues to contribute ceaselessly as a festival respecting animation filmmakers in the first place, and also to serve as a gateway to success for world-class professionals.



The 18th International Animation Festival in Japan - HIROSHIMA 2020 will be held from August 20th (Thu.) to 24th (Mon.), 2020.

Ⅰ. Administration


This Festival is administered, under the endorsement of the Association Internationale du Film d'Animation / International Animated Film Association (ASIFA), in accordance with ASIFA regulations, by the Organizing Committee, which is a non-profit organization consisting of the City of Hiroshima, the Hiroshima City Culture Foundation, ASIFA-Japan and other bodies specifically related to this Festival.


Ⅱ. Official languages


The official languages of the Festival shall be Japanese and english.


Ⅲ. Qualifications for Entry


The following qualifications are required for entry in the Festival selection and official competition:

A. The entry work shall be made "frame by frame", including computer graphics animation.

B. Running time shall be within 30 minutes.

C. The entry work shall be completed after April 1, 2018.

D. As for screening format acceptable for selection, please see Ⅳ-B-1 “For selection”.

E. As for screening format acceptable for official competition, please see Ⅳ-B-2 “For official competition”.

F. Stereoscopic 3D is not acceptable.

G. Copyrighted materials such as characters, scripts, music, etc, cannot be used in the entry work without the copyright owner's agreement.

Failure to obtain such agreement will result in the work being disqualified from the competition.

H. Entries which were awarded prizes at other festivals are also eligible. In this case, a list of all awards and prizes received must be fully indicated in the entry form.


Ⅳ. Entry Procedures


A. Submission of entry forms and materials

1. In principle, the entry form shall be submitted online.
If there are any special circumstances that prevent you from submitting entry form online, please contact our festival office.

2. The entrant shall access the online entry system through our official website (https://hiroanim.org/), and fill out a separate entry form for each work.

3. One still image from the work (H500 pixels or more×W1200 pixels or more, JPEG), and one director’s photograph (H640
pixels×W480 pixels, JPEG) shall be uploaded on the online entry form according to the instructions. (The standard resolution
for printing will be 350 dpi.) The file name of the still image shall be the english title of the work, and the file name of the director’s photograph shall be the director’s name.

4. As for the work with narration and/or dialogue, the script in PDF format shall be uploaded on the online entry form according
to the instructions. The script file name shall be the english title of the work.

5. No entry fee is required.

B. Submission of entry works

1. For selection

a. In principle, the entry work shall be submitted as URL link to online streaming video.

If there are any special circumstances that prevent you from submitting entry work online, please contact our festival office.

b. Each work shall be separately uploaded on online streaming services such as YouTube or Vimeo, and its URL shall be specified
in the entry form. (a URL for several works in a compilation is not acceptable.)

c. The uploaded work must be available until the end of August 2020.

d. If the work is selected for official competition, the screening format for the official competition must arrive at the Festival Office by June 30, 2020.

2. For official competition

a. The selected work shall be submitted in either format as follows:

1) DCP

a) DCP data must not be encrypted.

b) The frame rate shall be either 24fps, 25fps or 30fps.

c) The maximum resolution shall be 2K: 2048×1080. (4K will be down-converted into 2K when it is screened.)

d) The CPL file name shall be specified in the entry form.

e) The original folder of DCP shall be stored in a new folder named after the english title of the work.

2) Digital Data File

a) Acceptable format is either MOV (H.264, Animation, ProRes 422, ProRes 4444), AVI (uncompressed) or MP4 (H.264).

b) The frame rate shall be either 24fps, 25fps, 30fps, 48fps, 50fps or 60fps.

c) The maximum resolution shall be 2K: 1920×1080. (4K will be down-converted into 2K when it is screened.)

d) The file name shall be the english title of the work.

3) Film (35mm and 16mm)

a) The film shall use an optical soundtrack system and have a leader of 3 meters.

b) Each 35mm print containing only one work shall be wound around a core. Each 16mm print containing only one work shall
be wound around a standard reel. The film print shall be headed with the english title of the work clearly printed on the
leader.

b. When submitting the selected work, the sender shall be careful of the following points.

1) DCP and Digital Data File can be submitted by uploading to our FTP server, or by physically sending them on a USB memory
or on a HDD with USB connection. Each USB memory or HDD shall contain only one work and shall be sent in an adequate
shipping container.

2) Each film print shall be sent in a canister, inside an adequate shipping container.

3) As for physical shipping, please use the shipping label supplied by the Festival Office. The shipping label can be downloaded from our official website (https://hiroanim.org/).

4) Entry work shall be sent at the sender's risk. Any work sent collect on delivery will be refused.

Ⅴ. Period of submission


The entry form and the work for selection should reach the Festival Office during the following period:
February 1 - April 1, 2020


Ⅵ. Insurance of Entry Works


A. The Organizing Committee will insure the safety of the entry work from the time of delivery to the Festival Office until the time of delivery to the sender’s address.

B. In case of loss or damage to an entry work, the Organizing Committee would compensate the entrant only to the extent of following costs:

1. For a DCP or a Digital Data File, the cost of the submitted USB memory or HDD.

2. For a film print, the cost of developing a print.


Ⅶ. Selection and Official Competition


A. The Organizing Committee will select the members of the International Selection Committee and the International Jury in accordance with ASIFA regulations. Their names shall be announced in the Festival Bulletins in advance.

B. The selection will take place from May 9, 2020.

C. The official competition will be held from August 20 to 24, 2020.

D. The decisions of the International Selection Committee and the International Jury will be considered final, and no objection regarding the decisions will be accepted.

Ⅸ. Screening


A. It will be the responsibility of the International Selection Committee to select works for the competition program.

The final selection will be based on the time available for the screenings, as specified by the Organizing Committee.

B. It will be the International Jury's responsibility to decide the program of prize-winning works to be shown at the closing ceremony of the Festival, based on the time available for this screening, as specified by the Organizing Committee.


Ⅹ. Promotional Use of Entry Works


Unless otherwise indicated in the entry form, the entrant grants the Organizing Committee the right to use any part of the entry work (up to 10% of the running time, within 3 minutes) and related materials for publicity purposes for the Hiroshima International Animation Festival.


Ⅺ. Return of Entry Works


The Organizing Committee will start returning submitted works to the sender’s address within two weeks after the Festival has ended.


Ⅻ. Matters Not Mentioned in Regulations


Those matters not mentioned in the present regulations will be decided by the Organizing Committee.


XIII . Acceptance of Regulations


By submitting the entry form to the Festival, the entrant accepts the terms of the present regulations as stated in this document.
