The main objective of the Festival is to open dialogues around contingency issues through cinema as a platform for mediation and engagement, in the Province of Colchagua, also assuming the role of exhibitor of national and Latin American cinema and independent works from different parts of the world.

Our motivation for this 2021 version lies in the social transformations focused on human rights and the conservation of the ecosystem, as well as the dissemination and enhancement of heritage, in order to consolidate the Colchagua International Film Festival as a space for intellectual, political and cultural turmoil.

BASES 5 °, CCFI 5_FESTIVAL INTERNACIONAL COLCHAGUA CINE 2021.

PRESENTATION:

All national and international filmmakers are invited to participate in the different non-competitive categories of the fifth version of the 2021 Colchagua International Film Festival.

CCFI 5, Colchagua International Film Festival is organized by the Colchagua Cultural Corporation.

Article 1. On objectives.

The main objective of the Festival is to open dialogues around contingency issues through cinema as a platform for mediation and engagement, in the Province of Colchagua, also assuming the role of exhibitor of national and Latin American cinema and independent works from different parts of the world.

Our motivation for this 2021 version lies in the social transformations focused on human rights and the conservation of the ecosystem, as well as the dissemination and enhancement of heritage, in order to consolidate the Colchagua International Film Festival as a space for intellectual, political and cultural turmoil.

Article 2. On the place and date of the Festival.

The 5th version of the Festival will take place in the Province of Colchagua, from November 27 to December 4, 2021.

Article 3. On general considerations.

3.1 Those national and international works that have been completed after January 1, 2020 will be able to participate.

3.2 Those works that have been part of the pre-selection and / or competition stage of the 4th version of the Colchagua International Film Festival will not be able to participate.

3.3 The works received, in the different categories, will be preselected by the festival's programming team.

3.4 Registration is free.

3.5 The Colchagua International Film Festival has an itinerant nature.

3.6 The International Colchagua Cinema Festival, declares to know that all the intellectual property rights and use of the contents, images and texts published in the festival belong to the author, according to Law Nº 17,336, on Intellectual Property and its subsequent modifications that regulate the right author in Chile. This law protects the rights that, by the mere fact of the creation of a work, acquire the authors of works of intelligence in the literary and artistic domains, whatever their form of expression, and the related rights that it determines. According to it, copyright includes economic and moral rights, which protect the use, paternity and integrity of a work. This law protects the rights of Chilean and foreign authors domiciled in Chile. It also establishes that foreign authors not domiciled in the country enjoy the protection that is recognized for them by the international conventions that Chile has signed and ratified. The works that are protected are, in general, those of a literary and artistic nature. By way of example, the law establishes in its article 3 a non-exhaustive list of specially protected works, among others, it mentions books, illustrations, films and computer programs.

3.7 The organization of the Festival reserves the right to make the decisions it deems pertinent for those cases not provided for in these rules.

3.8 All official information will be published on our website www.colchaguacine.com, on our social networks Facebok and Instagram and associated media.

Article 4. On non-competitive categories, samples and roaming.

4.1 Non-competitive categories:

I. National Feature Film Official Selection (documentary and fiction).
Oriented to the exhibition of national works, of a minimum duration of 40 minutes, that are spoken or subtitled in Spanish.

II. Official Selection International Short Film.
Oriented to the exhibition of national and foreign works, without gender discrimination, of a maximum duration of 30 minutes (including credits), that are spoken or subtitled in Spanish.

4.2 Samples:

Thematic samples of works from this call will be held, which are not part of the "Official Selection", and which comply with the curatorial profile of the festival, set forth in article 1, of these rules.

Each one of those in charge of the films will be informed in a timely manner about the participation in said exhibitions.

4.3 Roaming:

The Festival has an itinerant nature, there will be exhibitions prior to the date of the Festival (November 27 to December 4) and after this, with works nominated in this call.

The exhibitions of the Festival itinerancy will take place mainly in the O'Higgins Region and at the national level, as part of the integral process of audience training and decentralization of audiovisual programming in the territory, which the festival carries out throughout the year. year, with the consequent objective of ensuring that the films find their audience, in the different spaces and cultural centers of the country. The exhibition of these works will be free.

Article 5. On the Application for Preselection.

The admission of the works registered for the Preselection will end on September 30, 2021, applicants must meet the following requirements:

5.1 Registration for Preselection.

5.1.1 Only those who accept the rules of these bases, stipulated by the organization of the International Colchagua Cinema Festival, may participate in this process.

5.1.2 In the event that these rules are not complied with, the Festival organization will reserve the power of the last decision.

5.1.3 The cost of sending the films registered for the pre-selection will be borne by the persons or companies that have registered them.

5.2 Registration form.

5.2.1 The representative or producer, by the mere fact of sending their application form, through Festhome, declares that they have the rights.

5.2.2 By simply submitting the online registration form, the applicant declares:

A. Have read the bases.

B. Accept the itinerancy of the Festival, before and after it.

C. The work conforms to the requirements of the category to which it is applying.

D. Possess the rights to exhibit the work, thus granting express authorization to exhibit it at the Colchagua International Film Festival, if it is selected.

E. Authorizes the festival to make use of press material, photography and trailers, for promotion and dissemination, if selected.


5.3 Format, Language and Date of the Works for Application.

5.3.1 Format: for pre-selection only online submissions are accepted:

A. Through the FESTHOME platform, where the applicant can register and submit their work: https://festhome.com/f/328.

B. Language: all works that apply for the shortlist must be spoken or subtitled in Spanish. Applications in other languages ​​that do not have Spanish subtitles will not be accepted, nor will a list of dialogues be accepted to replace those subtitles.

C. Date: only those works that have been made after January 1, 2020 will be received.

Article 6. On the Selection of the works.

6.1 The official selection of the Festival will be announced, on October 20, 2021, on the website: www.colchaguacine.com, on our social networks Facebook and Instagram and associated media.

6.2 The non-selection will be communicated through Festhome to the participants of this call. In no case, the festival or the programmers will provide explanations of this decision.

6.3 By the mere fact of applying to these bases, the selected works automatically accept to authorize image extracts, to carry out the promotion of the Official Selection of the Festival through the media.

6.4 The global programming of the International Colchagua Cine Festival and the schedules of the projections are the exclusive competence of the Festival's management committee.

6.5 Once notified of the official selection, those in charge of the works will have a period until November 5, 2021, to send the material to the Festival's premises, the details of the shipment will be indicated by means of the notification.

6.6 The supports required for the official selection are:

to. Feature film, accepted exhibition formats are: Apple ProRes 422 HQ file.

b. Short film, accepted exhibition formats are: Apple ProRes 422 HQ file.

c. All additionally selected works must send a file of the film in .mov H264 or ProRes 422.

6.7 The works participating in the Official Selection not spoken in Spanish must send a copy of the exhibition with Spanish subtitles. It is suggested that works spoken in Spanish be sent with subtitles in Spanish (this point being non-exclusive), in order to facilitate access and viewing for people with hearing disabilities.

6.8 The transport costs of the selected films, as well as the insurance of the copies, will be borne by the participant until their arrival at the Festival headquarters. The organization, for its part, will take care of the insurance of the copies from the moment they arrive at the Festival headquarters.

6.9 If the material is not received by the stipulated date, the organization reserves the right to eliminate the work from the process.

6.10 All films will be returned within four weeks after the festival has ended.

Article 7. On participation.

7. 1 The selected works will be exhibited during the celebration of the Festival in the Province of Colchagua, from November 27 to December 4, 2021, according to the schedule that will be determined once the official selection is known.

7.2 The acceptance of the bases by those responsible for the selected works, authorizes the Festival production, a maximum of 3 free exhibitions outside the framework of the Festival (previously notified to the person in charge), under the name “Official CCFI 5 2021 ”, which will be part of the extension and itinerancy of the festival, as a sample to expand and create new audiences.

Article 8. About the Organization.

The organization reserves the right to modify the event for reasons of force majeure.
