The third edition of the La Mercantil in Off Film Festival will take place in Balaguer on the October 5th 2024.

EN OFF FILM FESTIVAL is an international fiction, animation and documentary short-film festival. The program’s selection process follows a set of artistic and technical criteria.


SECTIONS

The festival is divided into the following sections:

OVC Section (Original Version in Catalan)
Short films in original version in Catalan with English or Spanish subtitles.

International Section
Short films whose original version is in any language except Catalan, with English or Spanish subtitles.

Music Video Section
In any language and/or format. Subtitles are not compulsory.

Mini Short-Film Section
Short films with a maximum duration of 5 minutes.

The EN OFF FILM FESTIVAL is open to all original short films produced in 2021 or later. A short film shall be considered original if it hasn’t been selected previously for the festival and if there is no public and open version of it available on the Internet, with the exception of mini short films and music videos.The final deadline for submissions is the 31st of July 2024.


SCREENINGS
The October 5th 2024 selected short films will be screened in the different sections at LA MERCANTIL DE BALAGUER. The awards will be announced on the same day.

The festival’s organization committee reserves the right to modify the screening venue as a result of the epidemiological circumstances present at the time, or as a result of the amount of public interest generated in the program.

TECHNICAL GUIDELINES
Submitted short films may be shot in any format. The organization committee will request that selected short films submit a high-quality copy with English or Spanish subtitles, with the exception of mini short films and music videos, which may submit an unsubtitled version either through the submission platform or via e-mail.

A video file submission must comply with the following technical requirements:

● The file extension must be .mov or .mp4.
● The video codec must be AppleProsRes 422 or H264/MPEG-4AVC.
● The audio codec must be AAC or PCM.
● The pixel resolution must be 1920x1080 (1080p) or higher.


The organization committee reserves the right to reformat original submissions in order to adapt the image and ensure that maximum possible quality is achieved for its screening.

The maximum duration for short film submissions is 25 minutes.

GENERAL GUIDELINES
All short films submitted to the festival must be in possession of the proper authorizations and intellectual property licenses for any pre-existing original material they may have incorporated in the short film.

By agreeing to these Terms and Conditions, participants acknowledge and confirm that the short film they are presenting does not infringe upon any intellectual, industrial, exploitative, honorary, privacy or image rights, or any other third-party rights, and that it does not violate any existing legislation.

The organization committee will not be held responsible for any legal violations committed by the submitted short films, in name or in content, presented to the festival.

The filmmakers of submitted short films agree to transfer their public screening rights to the festival throughout its entire duration. Furthermore, they authorize the organization committee to use and broadcast, through any media outlet, the name of the director, the actors and the crew involved in the short films, as well as authorizing the total or partial projection of official selections, including still frames, in order to promote the festival and never to financially profit from them. The organization committee also reserves the right to release a trailer or a fragment from each short film in the official selection, with a maximum duration of 1 minute, in the festival’s official website and social media outlets, with the intent to publicize the participants as well as the festival.

The organization committee reserves the right to resolve any issue not contemplated in these Terms and Conditions, and its resolutions will be final.

Participation in the festival involves the acceptance of these Terms and Conditions.
