The Dominican Republic Global Film Festival (FCGD), an initiative of Fundación Global Democracia y Desarrollo (FUNGLODE), is a unique international experience in the world of film festivals with its nerve center in the Dominican capital, Santo Domingo. In this way, inhabitants are part of the festival and enjoy the opportunity to not only see great films, also to be part of ongoing discussions, through the film, about social, political and economic issues.

In 2017 the FCGD received accreditation from the International Federation of Film Producers Associations (FIAPF) as a COMPETITIVE FEATURE FILM FESTIVAL specialized in Opera Prima.

VI)AWARDS:
A) The awards ceremony will take place on the closing night of the FCGD. As recognition, the winners will receive statuettes and cash prizes if the competition that has designated those prizes that edition.
B) The amount of the prizes will be announced on the closing night of this edition.

The following terms and conditions (“the terms”) govern the submission of a film (the film) for the DR Global Film Festival (“FCGD”) (“the festival”), to be considered in this edition. If and when this document is inconsistent with any other document prepared by FCGD or anyone else, this document will take precedence.

By submitting a Film to FCGD for Festival consideration, the submitter (the Applicant) confirms that he or she has obtained consent from any and all owners, creators, writers, producers and/or other authorized representatives of the film, whose consent is required to submit the film to FCGD (the “Film Owners”), and has read, understood and agreed to the Terms and Conditions.

I) FCGD may disqualify or reject, but is NOT required to do so, any submission that it determines in its sole discretion, is NOT in compliance, in whole or in part, with these Terms.

II) SUBMISSIONS: Films submitted for Festival consideration under these Terms must be submitted in one of the categories set out below.

A) IN COMPETITION

1) OPERA PRIMA
(a) Fiction: 70 minutes or more, NOT including closing credits.
(b) Documentary "FERNANDO BÁEZ": 70 minutes or more, NOT including closing credits.
2) SHORT FILMS "SHORT GLOBAL":
(a) Fiction:15 minutes or less, including closing credits.
(b) Animated:15 minutes or less, including closing credits. (ONLY DOMINICAN CITIZENS)

B) OUT OF COMPETITION: If the film does NOT classify in any of the above-mentioned categories, the FCGD can position the selected film, in its sole and absolute discretion, in a series of alternative categories that are subject to change every year, such as: Country of Honor, Gastronomic Showcase, Fashion Showcase, Caribbean Showcase, Hispanic View, Documentary View, Retrospective, Special Presentation, among others.

III) PROCESS:

A) FILM SUBMISSION will be carried out ONLY through the platforms authorized by the FCGD, such as: www.Festhome.com

B) To send a film for consideration by the FCGD, the applicant must:

1) Complete the registration process.
2) Provide FCGD with an ONLINE LINK of the film for review by the programming FCGD staff.
(a) The FCGD SHALL NOT accept registrations in any other form or format.

V) GENERAL TERMS

A) The amounts of films submissions are unlimited.

B) The official language of the Dominican Republic is Spanish.

C) If the films are in any other language, they must have mandatory subtitles in Spanish.

D) If the films are in the festival’s official language, they must have English subtitles.

E) The films must be unpublished:

1) Nor participating in any other festival or event in the Dominican Republic prior to the date of the screening at the FCGD. Otherwise, the films will be disqualified from the competition.

F) A jury composed of national and international cinema professional will be responsible for the selection of winning films.

G) The FCGD DOES NOT assume any responsibility for the breach in any matters related to the copyright of the contestants.

H) Participating in the competition or in one of the sections assigned by the FCGD implies the total acceptance and compliance of the rules of the competition.

I) The FCGD establishes that all films that are registered have, as a minimum requirement, a premiere for the Dominican Republic. We reserve the right to present films that do NOT meet this requirement.

J) A Film must NOT be submitted if:
1) It was completed before 18 months of the opening night of this edition.
2) It was presented in advance to the FCGD for consideration at the festival.
3) The FCGD will consider for inclusion in the festival all eligible films that have been registered, 4 months prior to the opening night of this edition and agree to all of the Terms.

K) The FCGD reserves the right to consider, for inclusion in the festival, the films received, at any time and through any means, channel or process, including means, channels or procedures other than those described in these Conditions.

L) None of these Conditions obliges the FCGD to consider the inclusion of any film presented through the process described in these Conditions.

M) All selection decisions are at the sole and absolute discretion of the FCGD and are final and unappealable.

N) The FCGD DO NOT have to issue any comments or explanation, or any other information, regarding the selection or NOT of any film submitted or relating to the process by which the films were selected or NOT.

O) The FCGD shall NOT be held liable during or after the selection process; for any internal comments pertaining to the film which may or may NOT be about the applicant or about any other person; neither about any communication by any representative of FCGD about the movie or selection process.

P) The FCGD will Notify all applicants 1 month prior to the opening night of this edition if they have been selected to participate in the festival.

Q) The FCGD is NOT OBLIGATED to Notify all applicants NOT selected to participate in the FCGD.

R) The FCGD will contact the applicants using the email address provided in the registration form.

S) Applicants are responsible for providing correct and functional contact information. The FCGD shall have no liability for any failed attempt to contact applicants who use the contact information provided.

T) The film must be available for the FCGD more than 15 days prior to the opening night of this edition.

U) The FCGD only allows projection in DCP.

V) By registering the film with the FCGD, the applicant and the owners of the film called THE PARTIES, declare and guarantee that:

1) The film is completely original and NOT a copy of original material.
2) The film DOES NOT include any other work that is subject to copyright or other protection, unless the work is public domain or the parties have submitted and obtained consents, disclaimers, licenses, and other authorizations or exemptions of all types necessary for the inclusion or reproduction of any person, character, location, thing, trademark, sound recording, musical composition or any other work in the film.
3) The film DOES NOT defame any person or violate the common law or legal rights, including but NOT limited to the rights of privacy and publicity or any other human rights.
4) The film is NOT subject to a legal litigation process.
5) There is NOT, nor will there be any agreement made after the date of registration, which may impair or inhibit the ability of the submitting parties to provide the film as completed, or in conflict with any of these Terms and Conditions.
6) The parties have the full authority to register the film in the FCGD for consideration and grant all rights granted in this document and in the registration form.
7) There is no obligation or incompetence that may hinder in any way the parties to fully perform all obligations under the registration and Conditions.
8) The parties hereby release to the FCGD, the owners of the licenses, successors, members, officers, directors, employees, agents, representatives, associates and related parties, of any and all liability in case of theft, access or realization of unauthorized copies, or any infringement of the copyright of the film presented while the film is in possession of the FCGD.
W) The FCGD takes all reasonable precautions against piracy.
1) As long as the films are in possession of the FCGD, they are stored securely and are inventoried regularly.
2) Access to the films is limited to the FCGD staff which requires access in order to protect and consider the presentations best interest. There is NO duplication or loans of the film allowed.

X) GLOBAL SHORT: In addition to the general terms of FCGD, the film must meet the following requirements:
1) Open to new students, amateurs or professionals who are involved in audiovisual works of short duration.
2) In the case of Animation, it will only be open to Dominicans.
3) In the case of Fiction, any nationality can participate.
4) Duration should NOT exceed 15 minutes, including the credits.
5) Directors ages must be within the range of 18 to 45 years old.
6) The committee of selection, designated by the FCGD, is responsible for choosing 11 finalists in each category, fiction, and animation.
7) The FCGD reserves the right to invite or NOT the director or producer to the event, as long as they reside outside the Dominican Republic.
(a) If the FCGD decide to extend the before mentioned invitation, he or she who resides outside of the Dominican Republic, the FCGD will only cover the lodging expenses for 3 nights, with breakfast included, as long as it is within the days of the film's screening.
8) The FCGD will NOT be made to pay for any screening rights of the films that are accepted to participate in the FCGD under these terms.
9) Participants give to the organization the sole rights of public communication about the short film or fragments of such, in any format and any platform.
10) These rights shall be exclusively for promotional purposes of the FCGD, and in no circumstance shall they be for profit.
11) The owners of the winning short films grant the FCGD the rights of reproduction with an exclusively participative nature in some festivals and promotions.
12) Representatives of the short films that have been awarded commit to the responsibility of mentioning the award in all advertisement and press material, using the Festival Laurel.
13) The short films participating will become part of the audiovisual collection of the FCGD, an initiative of the Fundación Global Democracia y Desarrollo (FUNGLODE).
