The Niederrhein Filmfestival is a film festival held in the beautiful city of Wesel in Germany. The purpose is to promote and circulate short films and to generate contacts between audience, young directors and professionals, giving special attention to dutch short films. At the same time, it will be the first borderland film festival exclusively showing Dutch films within a competition on German soil. The festival is based on the basic idea: act locally, think European.

The Festival awards the following prizes (as of December 2017):
Niederrhein Film Award (EUR 500)
Herr Kannitverstan Award (Netherlands) (EUR 500)
Wesel Esel (Regional Film Award) (EUR 250)
Audience Award (EUR 222)

General

1. Films up to 30 minutes in length can be submitted. The Niederrhein Filmfestival reserves the right to show films longer than 30 minutes.
2. Submission period is from 05th December to 15th February 2018.
3. The assignment to a competition category and festival section is determined by the production location / country or content.

Festival sections

The program of the Niederrhein Filmfestival consists of:
• Three competitions
• Special programs
• Supporting programs

The organizers reserve the right to move individual films to other categories. Likewise, the decision can be made to allow films with excess length. All submissions will be viewed by at least two independent persons. The juries are present during the festival and sightseeing with the audience. It may be possible to deviate from this.

1. Competitions
The Niederrhein Filmfestival has the following competition sections:
• Competition Niederrhein
• Competition Netherlands
• Regional Film Competition Kreis Wesel

The competitions 2018 will include:
• Productions from Germany and the Netherlands
• Short Feature Films, Animated Films, Experimental Films, Documentary Films and Children's Films
• with a maximum film length of 30 minutes

The Niederrhein competition is open to:
• Productions from Germany
• Special attention will be given to productions from the Lower Rhine Area (Niederrhein)
• As well as supraregional productions, which refer in their content to the region Niederrhein (for example dialect, tradition, culinary, architecture, music, culture, mood, feel, personalities etc.)

The Netherlands Competition is open for:
• Productions from the Netherlands

The Regional Film Competition Kreis Wesel is open for:
• Only for productions from the Wesel district (location, team, content etc.)

2. Special programs

Film submissions can run both in the special program and in the competition. The special programs are curated programs from submissions and / or archive films. The special programs include, for example, school events, country priority programs, children's and youth programs. The choice is up to the respective curators. The request for a special program also includes a brief description of the program.

Submission

Films should be submitted digitally, either via the own website (www.niederrheinfilm.de) or via a service provider. Preview DVDs will not be returned. Please do not send a DVD to the festival!

Submission requires unrestricted recognition of the regulations. With the submission you agree to the selection of your film for one of the competitions or for another program section.

Materials and Pictures
The submission must include 1-2 film stills (JPEG or TIFF, min. 300dpi), as well as 1 photo and short biography (max.160 characters) of the director / director. A contact email address for notification of the submission status and publication in print and online festival materials is also mandatory. The details of the selected films for the catalog and the website, contact, film metadata and synopsis, are taken over as specified in the submission.

Selection
Movie files and all required data must be uploaded by February 15, 2018.
Please note the following:
- Trailers are not accepted.
- Submissions that require registration for download or sighting are ignored.
- Submissions that are moved / deleted during the screening phase are ignored.
- Password-protected submissions that have no or the wrong password will be ignored.
- The unsolicited sending of additional information material (dialogue list, trailers, press materials, etc.) is foreseeable.
The selection jury will make its decision by the end of February 2018. Filmmakers whose work is included in the festival program will be automatically informed by e-mail. Refusals are not sent. Only selected films are allowed to participate in the competition. The selection results will be communicated online. The decisions of the jury cannot be challenged. When filing via an internet platform, the status and receipt of the submission must be checked.

Screening
A screening copy will be requested separately from the festival management. This copy must be in digital form by 25 February 2017. All selected films will be announced by the Niederrhein Filmfestival with film stills and if appropriate trailers.
The festival screening copies for the festival should be uploaded or better sent as a mp4 file to the festival digitally. MP4, HD, 25 or 24 fps, codec H264 - 10 Mbs - 1920 x 1080.
If the original version is in a language other than German, the movie must be subtitled. In the case of loss or deterioration of a hard drive during the festival, the festival is only obliged to replace a hard drive with a lower value or equivalent to 50 €. Thank you for not sending us the master of the movie.

Use rights
The films selected for the official festival program will be screened in public during the festival. This includes the provision for school presentations, the exploitation in the context of pre-production and follow-up programs (in the “public favorite”, “award winners” screenings) and the promotion of the festival (excerpts for trailers).
The festival receives the right to use free and copy of the set photos for the purpose of festival and competition promotion - also in print, television and internet media. The festival receives the right to use excerpts from the film as part of the festival's coverage and promotion free of charge, to pass on to journalistic media (television, radio, internet) for non-commercial use and to put it online on its website. Fifteen percent (2 minutes) of the total running time of the film must not be exceeded.
By submitting the submission form the film cannot be withdrawn. Submitters also confirm with the submission that they have made sure to third parties involved in the production that they agree to participate in the festival. The Niederrhein Filmfestival archives, if not expressly prohibited, a copy of the previews of the films shown in the festival archive for internal and non-commercial purposes. Commercial use of the archived films by the festival is excluded. The Niederrhein Filmfestival, or the Filmkultur am Niederrhein e.V., accepts no liability. Any claims of third parties will be forwarded to the submitter.

With the submission of a film at the Niederrhein Filmfestival the submitter agrees to the film be shown at the festival. By submitting your film or video, you warrant that you have all the relevant permissions, licenses, and releases for your movie or video that will be shown in a public exhibition.

Transport of the film copy
The transport costs for the screening copies for the festival in Wesel are borne by the entrants. The shipments from abroad must have a Pro forma invoice to be attached. Since this is not a commodity value in the strict sense (the goods are not sold, no profit is generated), the lowest possible amount is to be used as the value of the goods in order to keep any custom duties as low as possible. The programs with the screening copies must be marked "NO COMMERCIAL VALUE, FOR CULTURAL / FESTIVAL PURPOSES ONLY".

Costs and risks of shipping the sighting material and the screening copies carries the sender. This also applies if the copies are sent by other festivals. The sender has to coordinate the copy dispatch. The film copies are insured during the events with their copy value.

Fees
A screening fee will not be paid and a submission fee will not be charged. For the service of the submission platform, however, expenses can arise to a small extent. The Niederrhein Filmfestival has no influence on this.

Accreditation
Selected film directors receive accreditation for the festival. This accreditation may not be used by third parties. The filmmakers whose productions are included in the program are expected to be present for the presentation and discussion of their films as well as for the award ceremony.
