We understand that cinema is one of the most influential artistic disciplines in society, the expression of cinematographic language transcends and surpasses the barriers of the big screen, leaving an indelible mark on the memory and imagination of each spectator. For this reason, the Chiloé International Film Festival FICH 2023 becomes the first audiovisual event that, within the region, exhibits Chilean and international cinema in different time slots, developing programs that include retrospectives of national filmmakers with extensive experience, and activities associated with the mediation of content and cinematographic language to massify the participation of the people who inhabit our Island.

In this Fifth version, seven will be the different strips in charge of giving life to the exhibition of films. Five competitive categories: International Feature Film, National Feature Film, International Short Film, National Short Film and Regional Short Film; a Retrospective Focus; and a Children's Strip.

We consider cinema as one of the most influential artistic disciplines in society, with more emphasis today on the fact that hyperconnectivity and internet access allow us to view a greater number of works that are expressed from the cinematographic language, which transcends and surpasses barriers. of the big screen, leaving an indelible mark on the memory and imagination of the spectators.

The Chiloé International Film Festival FICH 2023, Celebrates its fifth version with the aim of exhibiting Chilean and international cinema in different time slots, developing programs that include the presentation of national filmmakers with extensive experience, through different retrospectives and associated mediation activities to knowledge and access to cinematographic language to massify the participation of the people who inhabit the Island of Chiloé.

2. DATES

The contest will take place in the city of Castro, South Chile, between September 4 and 10, 2023.

3. OFFICIAL SELECTION

3.1. COMPETITION CATEGORIES OF THE OFFICIAL SELECTION

I. FEATURE FILM COMPETITION

National and International Feature Films: Selection of films in the genres of fiction, animation, documentary or experimental, Chilean or foreign (from Latin America), of a minimum of 50 minutes. The films in competition must have been produced during the year 2022 to date.

In the National Feature Film category, five films will be selected.

In the International Feature Film category, five Latin American films will be selected.

II. SHORT FILMS COMPETITION

- National and International Short Films: Selection of films in the genres of fiction, animation, documentary or experimental, Chilean or foreign (Latin American), of a maximum of 30 minutes (credits included). The films in competition must have been produced during the years 2022 and 2023.

- In the National Short Film category, five films will be selected.
- In the International Short Film category, five films from Latin America will be selected.

- Regional Short Films: Selection of films in the genres of fiction, animation, documentary or experimental, produced in different regions of the Chilean territory, with a maximum of 30 minutes (credits included). The films in competition must have been produced during the years 2022 and 2023.
- In the Regional Short Film category, five films will be selected.

3.2 EXHIBITION SLOT

I. CHILDREN'S RANGE
We will have the exhibition of films directed especially to the girls and boys of the big island of Chiloé. During the five days of the contest, the programming will include films designed directly for this small public that through a non-competitive slot will be able to enjoy the screening of children's films.

4. GENERAL CONDITIONS OF PARTICIPATION

a) Those works 2022 and 2023 may participate.

b) The works received for the competition, in the different categories, will be evaluated in a pre-selection process carried out by the Festival's Curating Team.

c) To participate, the filmmakers must register on the FESTHOME web platform, the only way to be part of the process.

d) The registration of a work in this call implies full acceptance of these rules. In particular, by the mere fact of sending the application form, the undersigned declares to have power and effectively authorize the public communication of the work during the festival period (September 4 to 10, 2023) in the city of Castro, in accordance to Chilean Law No. 17,336 on Intellectual Property. The signatory of the application also declares that in the event that their project compromises, affects or includes the total or partial use of works protected by national or international legislation on Intellectual Property, and whose copyright holders are persons other than the of the project applicant, has the express authorization to use the work given by the owner of the copyright, complying with the formalities indicated in these bases and without prejudice to the exceptions contemplated in Title III of the aforementioned law. Authorization is permission granted by the copyright owner in any contractual form, to use the work in some of the ways and by some of the means established by copyright law.

e) The organization of the contest reserves the right to make the decisions it deems pertinent for those cases not foreseen in these rules.

f) Works that have participated in the pre-selection stage and/or competitive section of previous versions of the FICH will not be accepted.
g) The producers and distributors of those films that make up the Official Selection, as well as those that win awards in the different categories, undertake to include in their advertising and press material the phrase "Official Selection – 6th International Festival de Cine de Chiloé", using the Festival's logo (laurel). This commitment applies both to commercial releases in theaters and to the distribution of the work with or without physical media.

h) The producers and distributors of the films in the Official Selection expressly authorize the FICH organization to exhibit their works up to three (3) times in non-profit functions in different locations of the Chiloé archipelago as part of itinerant samples and replicas generated by the FICH. The applicant agrees to be aware of this clause at the time of submitting their application.

i) The producers, distributors and directors of the films in competition expressly authorize the FICH organization to use fragments of the film (in audiovisual and audio format) and stills for press release. written, radio, television, digital media, digital platforms and social networks of Facebook, Instagram, Twitter and YouTube.

5. JURY

It will be made up of national and foreign personalities from the audiovisual media, arts and culture.

People directly related to the works in competition will be disqualified from being part of the jury.

The jury's decision is final.

6. prizes

The Jury of the different official categories of the 5th Chiloé International Film Festival will deliver the following awards:

I.- Feature Film Competition:
- Best International Feature Film Award
- Best National Feature Film Award

II.- Short Film Competition:

- Best International Short Film Award
- Best National Short Film Award
- Best Regional Short Film Award



7. DATE OF REGISTRATION AND DELIVERY OF THE MATERIAL

Registration via the FESTHOME platform will be open from May 18 to July 30, 2023.

The Official Selection will be announced July 14 on the website www.cinefich.cl. By the mere fact of applying to these bases, the selected works automatically agree to authorize image extracts to carry out the promotion of the Official Selection of the Festival through the media and its own different distribution channels.

The non-selection will be communicated in a timely manner via Festhome to the participants.

The exhibition copies must be sent no later than August 1, 2023 through the Festhome digital platform or three (3) copies on DVD OR BLUE RAY by mail to the following address:

Each envelope must contain the name of the film in competition, it must also be labeled with the name of the director and producer; telephone contact number; and email.

The shipping costs of the works will be the responsibility of the applicant.

Only copies in NTSC standard will be accepted

International feature films in different languages ​​must include subtitles in Spanish.
International short films from different languages ​​must include subtitles in Spanish.

All selected films must submit a file of the film in .mov H264, in ProRes 422 or a Blu-Ray separate from the exhibition copy.
