The Handifilm festival is a showcase that serves to highlight the artistic and creative talent as well as the spirit of initiative of young people through its special international junior short film competition.


This competition as well as our official international short film competition contribute to the dissemination of a welcoming culture of disability as diversity and to the promotion of a positive view of people with disabilities and their enormous possibilities for participation within the framework of inclusive development.

This festival is not just about cinema, it is also a bouquet of parallel activities including debate sessions, training workshops in different cinematographic techniques, round tables with thematic conferences, master classes, tributes as well as cinema caravans before and after each edition.

A jury appointed by the organizers from among professionals in cinema, health or education and associations working in the field of disability will award the films in competition one of the prizes mentioned below without the possibility of a tie or accumulation of prizes. price :

-the big price,

-the prize for the best message to raise awareness about disability,

-the jury prize,

-the prize for best documentary,

-the prize for best animated film,

-any other price or mention.

Article 1: The Rabat Handifilm Festival is an annual event of an artistic and socio-cultural nature. In addition to the promotion of the seventh art through the promotion of cinematographic productions dealing with the theme of disability, it aims to develop a constructive vision on the use of the image of the disabled person in cinematographic and artistic works in general, and to promote a welcoming culture of diversity.

By weaving links of communication, networking, mutual aid and partnership with similar events on the national and international level, Handifilm works to raise awareness of Morocco, its specificities and its potential in terms of cinema and civilization in general.

Article 2: The 17th edition of the Rabat Handifilm Festival will be organized by the Handifilm association from December 5 to 7, 2024, in Rabat.

Article 3: The Festival program includes:

- an official competition section,
- a special junior competition section,
- a Panorama section,
- thematic conferences, master classes and workshops,
- debates around the films shown.

Article 4: The films proposed for selection and competing in the competitions must be:

- produced after December 2022,

- have disability as the main theme or be produced or played by people with disabilities,

- their duration is less than 20 minutes for the official competition and less than 15 minutes for the special junior competition,

- subtitled or dubbed in Arabic or French if the original language is not one of these 2 languages. Exceptionally, english subtitling may be accepted upon a reasoned decision by the selection committee.


Article 5: To be admitted to participate in the special junior competition, films must meet one of the following two conditions:

- be written and produced in a collegial manner by high school students,

- be written, directed and filmed by young people under 24 years old.


Article 6: Requests for participation must be received no later than June 30, 2024 at the following address: Association Handifilm, 4, Rue du Caire Angle Rue Gandhi Résidence El Menzah Apt. 17, Rabat – MOROCCO, by email to handifilm@ymail.com or via dedicated platforms.

Requests must be accompanied by:

- the film on a suitable medium or a download link,
- the registration form duly completed and signed by the producer or director,
- a copy of the filming authorization issued by the Moroccan Cinematographic Center for films shot in Morocco,
- two photos of at least two sequences from the film and all promotional materials,
- a photo and biofilmography or CV of the director.

DVDs sent for selection will not be returned to the sender.


Article 7: A jury designated by the organizers from among cinema, health or education professionals and associations working in the field of disability will award the films in competition one of the prizes mentioned below without the possibility of an ex aequo or of price accumulation:
- the big price,
- the prize for the best message to raise awareness about disability,
- the jury prize,
- the prize for best documentary,
- the prize for best animated film,
- any other price or mention.


Article 8: The panorama section is open, without conditions of duration or production date, to fiction films, documentaries and reports related to the theme of the Festival.

Article 9: Anyone registering a film guarantees the information indicated on the registration form. The selection of a film does not imply the support of a representative of its production. This support remains the sole discretion of the Handifilm association according to its budgetary possibilities.

Article 10: Any film registered and selected cannot be removed from the program.


Article 11: The Handifilm association reserves the right to use these films free of charge for programming labeled Handifilm, committing to notify the rights holders of the work.

Article 12: The Handifilm association promotes, supports and accompanies the films in the official selection as well as those in parallel sections as part of screenings scheduled in other partner cultural events.

Article 13: Any case not provided for in these regulations remains the responsibility of the organizers.

Article 14: Participation in the 17th edition of the Rabat Handifilm Festival implies unreserved adherence to these regulations.
