INTERNATIONAL FILM FESTIVAL FOR CHILDREN AND YOUTH held annually with the aim of presenting an overview of the new film productions for children and adolescents, to the best and most diverse materials to the region. It also seeks to motivate local distributors to buy new films, TV shows and new formats with its extensive programming. Divercine is an open festival, he has never charged for sending works to your selection.

Competition - DIVERCINE 2022 Festival Awards

Entries competing Competition category will be eligible for the following awards:

• GURI Award - to the best film or programme with a running time over ‘15 minutes.

• GURI Award - short content - to the best film or programme with a running time
under ‘15 minutes.

• CHILDREN’S AUDIENCE Award - selected by the children across all age groups.

A three-member jury, composed of educators, artists and experts in children’s media production will select the winners of the GURI awards. The CHILDREN’S AUDIENCE AWARD will be assigned according to the result of the vote of the children attending the Festival’s screenings, across all age groups.

The awards will be announced at the Festival’s Closing Ceremony in Montevideo. Subsequently, they will be announced on the Festival’s website and social media accounts.

*The Festival’s Progamming Team alongside with the Jury, may decide to grant new awards or special mentions.

1 DIVERCINE’s aims
DIVERCINE takes place annually and has the aim of bringing children in Uruguay closer to a diverse selection of audiovisual works from around the world. Through the screening of high quality films and programmes, and the delivery of workshops and activities aimed at children who want to explore the audiovisual medium, DIVERCINE aims to inspire and empower the children of Uruguay.

DIVERCINE also aims to promote best practices and knowledge associated with the production of quality content for children through the development of training activities for film and TV professionals and educators in Uruguay. DIVERCINE also promotes dialogue with actors from the public and private sectors with the goal of encouraging the creation of spaces and increased support for the production and exhibition of Uruguayan children’s content.

2 DIVERCINE’s background
DIVERCINE is the oldest children’s international film festival for in Latin America. It was launched by filmmaker Ricardo Casas in 1992.

3 Dates & Locations
The 31st DIVERCINE International Children’s Film Festival will mainly take place in the city of Montevideo, however, there will also be screenings and activities in other cities across Uruguay. Screenings will take place between August 1st and August 31st 2022.

This year’s full programme will be shared through Divercine’s website (www.divercine.com.uy) and social media channels from July 1st. 2022.

4 Eligibility and Selection Criteria
DIVERCINE is open to entries from all over the world
as long as they meet the eligibility and quality criteria established by the festival’s programmers as per A) and B).

Submissions will be open from 2nd March to 15th April 2022 and are fee-free. Please note that DIVERCINE does not pay screening fees for submitted, pre-selected nor selected entries.

A) Eligibility criteria
- The festival is open to feature films, short films and TV programmes or web series
aimed at 4-12 year olds.
- Feature films must have a maximum running time of 90 (ninety) minutes. There is no minimum or maximum running time for short films, medium-length films, TV programmes or web series.

- Submitted works must not have been previously released in Uruguay and must have been finalized after January 2020.

- Entries can only be submitted by the Producer, or a production company or broad- caster or, exceptionally, by organizations or institutions that hold the distribution rights in Uruguay. If these rights were to be transferred after the entry’s submis- sion, the new rights’ holder will not be able to withdraw its participation in the Festival.

- When submitting the entry, the person responsible for the submission must spec- ify the age range of the film or programme’s target audience. DIVERCINE’s submis- sions form will offer three different age groups to choose from: 4-6 year olds, 7-9 year olds, or 10-12 year olds.

- Language and subtitles:

• Entries aimed at children aged 4-6 years old and 7-9 years old must meet one of the following conditions: either have Spanish as its original language, or must be dubbed into Spanish, or must not contain dialogue. Subtitled entries aimed at children aged 4-9 years old will not be accepted.

• Entries aimed at children aged 10-12 years old may have Spanish subtitles. En- tries that have Spanish as its original language, or have been dubbed into Spanish or do not have any dialogue are also welcome.

-Entries must have an HD version in order to be screened in cinemas. However, note that the HD version will only be requested for the entries that have made it to the final selection.

IMPORTANT NOTE - DIVERCINE will not accept entries that:

• have been produced for purely curricular or formal learning purposes.
• violate or incite disrespect towards the rights established in the Universal
• Declaration of Human Rights.
• contain product advertisements or product and brand placements for advertising
purposes.

DIVERCINE will only select films and programmes that meet the children’s TV and film quality criteria established by the Festival, as per point (B).

B) DIVERCINE’s definition of quality in audiovisual productions aimed at children DIVERCINE’s team believes that quality children’s audiovisual content must comply with the following characteristics:

• Recognize the target audience - the film or programme should use language that is suitable and appropriate for the target audience’s age and stage of development. The audiovisual language main components (photography, edit- ing, sound, script) must be appropriate for the age group to which the content is addressed.

• Involve the target audience - audiovisual content aimed at children should in- clude themes, interests, views and/or questions that are genuinely relevant to the target audience. It can also include children or characters that put children in a place of autonomy and decision-making, as long as this does not imply any risk towards them or alienates children from their parents, guardians or carer’s role.

• Attract and stimulate the target audience - audiovisual content aimed at chil- dren must be appealing to the target audience. Whether through its aesthetics, script or premise, content must treat young audiences as critical beings and not passive spectators and must have the potential to inspire children, stimulate their imagination, awaken thought processes and empower their ideas.

• Celebrate diversity and inclusion - audiovisual content aimed at children should have an inclusive point of view that celebrates differences and demonstrates that, despite them, we are all equally valuable.

C) Pre-selection and Selection process
Entries that comply with all the requirements established in these guidelines and terms that have been submitted prior to the registration deadline will progress to a pre-selection stage.

During the pre-selection stage, the DIVERCINE
Programming team will select the most outstanding entries according to the eligibility criteria (a) and the quality criteria for audiovisual production aimed at children that the Festival adheres to (b).

Once the Programming team has made the final selection, the Festival will contact the people responsible for the successful submissions and will inform them about the category in which their film or programme will participate in. The categories are:

• International Competition - selected entries that participate in the Competition category will compete for the awards described in section (6).

• Off-competition screenings - selected entries in this category will be screened in different cinemas across Uruguay.

IMPORTANT NOTE: all selected entries, regardless of whether they are on or off the international competition will be required to supply the following:

• digital HD file (1920x1080p), MP4, h264 encoding for screenings.

• poster, promotional photographs and stills in high resolution.

DIVERCINE’s team will communicate the final selection of films and programmes via email to those responsible for submitting successful entries - this will be done be- tween 15th - 30th June 2022

The list of selected films and programmes will also be published on the Festival’s website and social media accounts.

5 Submission process
People interested in submitting an entry will be able to do so though the following ways:

7 Copy of the award-winning films and programmes
Subject to the Producer or rights-holder’s approval, DIVERCINE will keep a copy of the awarded films and programmes. These copies will be kept in the Festival’s ar- chive and may be used in a DIVERCINE non-commercial screening post-festival.

In the event that a film or programme is requested for a different purpose (for example, as part of a traveling exhibition at another regional children’s festival), the Producer or rights-holder’s consent will be sought.

8 Exceptions
DIVERCINE’s team will make decisions regarding any aspects that may have not been specifically contemplated by these terms and guidelines. Submitting an entry work implies full agreement with these terms and guidelines.

9 Closing Date and Timeline
Submissions are open from 2nd March until April 15th. 2022

High Definition (HD) files for selected works should be submitted between 15th-30th June 2022.

The Festival’s Programme and list of selected works will be published on July 1st 2022.

The 31st edition of the DIVERCINE International Children’s Film Festival starts on August 1st 2022.
