It is only allowed to be screened at the Competitive Exhibitions of the VI Brasília International Film Festival - BIFF features finished in the years between 2017 and 2018 and that didn’t participate in any of the previous Brasília International Film Festival - BIFF selection process.

The Fictional and Documentary feature films should have superior length to 60 minutes, be the Director’s first or, at the most, third full-length film, should not be released commercially in Brazil and have at least one copy available during the festival.

- The Competitive Exhibitions’ feature films will be screened in Digital Cinema Package - DCP, at Cine Brasília and two other movie theaters of this Federal District.

- Films must be subtitled in English or Spanish or Portuguese.

The VI Brasília International Film Festival – BIFF will be held in the city of Brasília -DF, from November 10th to 19th 2018, organized by the Associação dos Amigos do Cinema e da Cultura, with the support of public and private institutions.



- Official Jury Prize for Best Fiction Film: R$ 20,000.00

- Official Jury Award for Best Documentary Film: R$ 10,000.00

- Prize of the Popular Jury for Best Fiction Film: R$ 5,000.00

- Prize of the Popular Jury for Best Documentary Film: R$ 5,000.00

- José Carlos Avellar's Critics Award for Best Picture: Trophy

VI BIFF – BRASILIA INTERNATIONAL FILM FESTIVAL


REGULATIONS


CHAPTER I – ABOUT THE ORGANIZATION

1st Article - The 6th Brasilia International Film Festival – BIFF will be held in the city of Brasília -DF, from November 9th to 18th 2018, organized by the Associação dos Amigos do Cinema e da Cultura, with the support of public and private institutions.

First Paragraph: The activities of the 6th Brasília International Film Festival – BIFF will occur at Cine Brasília,
Cine Cultura Liberty Mall and Teatro da Praça in Taguatinga.

Second Paragraph: The 6th Brasília International Film Festival - BIFF will have in its program a Competitive Exhibition for Fictional Feature Films, a Competitive Exhibition for Documentary Feature Films and other parallel exhibits, in addition to debates and a workshop.


CHAPTER II – ABOUT THE COMPETITIVE EXHIBITIONS


2nd Article - The Competitive Exhibition for Fiction Films comprises the exhibition of 8 (eight) feature films that will compete for the awards of Best Film of the Official Jury and the Best Film of the Popular Jury.

3rd Article - The Competitive Exhibition for Documentary Films comprises the exhibition of 8 (eight) documentaries that will compete for the awards of Best Film by the Official Jury and the Best Film by the Popular Jury.

4th Article - The sixteen films that take part in the two competitive shows – fiction and documentary - will compete for the José Carlos Avellar Award for Best Movie, which will be a prize given by a jury composed by movie critics.


CHAPTER III – ABOUT THE FEATURES

5th Article - Only films that were completed in 2017 and 2018 and did not participate in the selection process in previous editions of the festival will be considered for the competitive exhibitions of the 6th International Film Festival of Brasilia – BIFF.

6th Article - The Fictional and Documentary feature films should have superior length to 60 minutes, be the Director’s first or, at the most, third full-length film, should not be released commercially in Brazil and have at least one copy available during the festival.

7th Article - The Competitive Exhibitions’ feature films will be screened in Digital Cinema Package - DCP, at Cine Brasília and Cine Cultura Liberty Mall.


CHAPTER IV – ABOUT SUBMISSIONS

8th Article - The submissions to be selected to compete in the 6th Brasília International Film Festival - BIFF should follow these guidelines:

I - The regulations and application form will be available at www.biffestival.com from May 31th to July 31th, 2018. The submission should be made by the producers and/or by the feature film Legal Representatives, by fulfilling and sending the application form along with required attachments online. The feature film will only be considered registered at the 6th Brasília International Film Festival after all the mandatory form fields have been fulfilled and the required attachments sent;

II - The following materials are required alongside the application form:

- Feature Film online link with subtitles in English, Spanish or Portuguese, to screening and evaluation purposes;

- Synopsis - up to 500 (five hundred characters);

- Datasheet;

- 2 (two) still photos or frames from the feature and 1 (one) picture of the feature's director(s) with 300dpi resolution, accordingly labeled and credited;

- Biography and filmography from the director(s), with 500 (five hundred) characters (max);

- Movie poster.

III - If it is impossible to apply online, the responsible person can send the below mentioned material to the Festival Coordination at the following address:

IV - It is mandatory to send the application form printed and signed along with the following material:

- Feature Film in DVD with subtitles in English, Spanish or Portuguese, to screening and evaluation purposes;

- Synopsis - up to 500 (five hundred characters)

- Datasheet;

- 2 (two) still photos or frames from the feature and 1 (one) picture of the feature's director(s) with 300dpi
resolution, accordingly labeled and credited;

- Biography and filmography from the director(s), with 500 (five hundred) characters (max);

V - The responsibility for expenses as mailing costs and resulting taxes for sending the movies or any other materials to selection and participation in the 6th Brasília International Film Festival - BIFF rests entirely with the Feature Film producer(s) and/or legal representative(s).

VI - As an alternative, interested parties can submit their Feature Films through Festhome at festhome.com.

VII - There will be no fee payment for the movies registered to run for the Competitive Exhibitions.

Single Paragraph: The admission process will be available until July 31th, 2018. Submissions and materials sent after this date won’t be eligible.


CHAPTER V - ABOUT THE SELECTION PROCESS

8th Article - Competitive Exhibitions’ features will be selected by a commission consisted by national and international professionals in the film field, nominated by the Festival’s General Direction Office.

I - The parallel sessions and exhibitions will be chosen by the Festival’s General Coordination Office.


CHAPTER VI - ABOUT THE SELECTION

9th Article - The 6th Brasília International Film Festival - BIFF will release the list of the nominated Feature Films to the Competitive Exhibitions on September 1th, 2018 at the festival's website: www.biffestival.com.

10th Article - The selected features shall send to the Festival Coordination Office (address below) the listed
material on clauses I and II:

I - Copies of the selected films must be submitted in digital format - DCP, with their code / key open and with English subtitles. The Festival will be responsible for the total security of the film, against any kind of piracy or copy. The copy must be available for the duration of the Festival. The submission must be made by the deadline of October 1th, 2018. The digital formats DCP and MOV H264 will be accepted.

II - The list of dialogues should be sent online for the festival's producers. The Festival will be responsible for the translation and subtitling of the film in the local language (Portuguese). In case you already have the list in Portuguese, please send it to the producers.

III - The copy of the selected movie can also be sent online, preferrably as an open DCP, but also in MOV, MP4 or H264 formats.

IV - The following promotional materials from the film must be submitted:

- Link with movie scenes (2 to 5 minutes) for advertising;

- Trailer;

- Synopsis;

- Technical specs, cast and company credits.

- 2 (two) movie photo stills and 1(one) picture of the director(s) with 300dpi resolution, accordingly labeled and identified;

- Director/ director’s biography and filmography;

- Movie poster.

Single Paragraph: The nominated feature films can't withdraw from the Festival competition under any circumstance, with no appeal and/or reparation request applicable.

11th Article - The nominated movies can’t perform commercial exhibitions, those being on movie theaters, television or internet, or premieres open to the public in Brazil before the Festival exhibition, under penalty of being withdrawn from the competition.


CHAPTER VII - ABOUT THE JURIES

12TH article – The Official Jury will consist in 5 (five) professionals, national and/or international from the movie field. They will define two prizes, Best Fiction Feature Movie and Best Documentary Feature Movie.

13TH article – The Jury for the José Carlos Avellar Critic Prize will consist in 3 (three) active professional critics from Brazil.

14th article – The Popular Jury that will define the Best Fictional Feature Movie and Best Documentary Feature Movie will be the audience of 6th BIFF.

a) There will be four movie sessions for each nominated feature: one at Cine Brasília and three others in others movie theaters at Distrito Federal. There will be voting in every session.

b) Each viewer will receive a ballot with the option to score the movie shown in the session from 1 (one) to ten (10).

c) There will be a team of staff member of the festival responsible for organizing, supervising, distributing and collecting the ballots after the movie session ends.

d) After the exhibition, the ballots will be kept in sealed envelopes to be open only by the person responsible for gauging them.


CHAPTER IX - THE POPULAR JURY

15th Article - The notes of the popular jury will be accounted proportionally. Fiction films and documentary films that account for the best proportional average will be the winners, in their respective categories, for Best Fiction Film and Best Documentary Film.

16th Article - The production team will draw up a document signed by the Festival coordination indicating the winning films in the category of popular jury.


CHAPTER X - OFFICIAL JURY

17th Article - The Official Jury will attend all the films participating in the competitive shows and on the last day will draw up a document signed by all its members indicating the winners of the Best Film of the Official Jury in the categories of Fiction and Documentary.


CHAPTER XI - JURY OF THE CRITICS JOSÉ CARLOS AVELLAR AWARD

18th Article - The Jury of the Critics José Carlos Avellar Award will attend all the films participating in the competitive exhibitions and draw up an document that must be signed by all its members indicating the winner that can be a documentary film or a fiction film.


CHAPTER XII - ABOUT AWARDS

19th Article - The 6th International Film Festival of Brasilia - BIFF shall award to the competing films of the competitive exhibitions a trophy and a cash prize as follows:

- Official Jury Prize for Best Fiction Film: R$ 20,000.00

- Official Jury Award for Best Documentary Film: R$ 10,000.00

- Prize of the Popular Jury for Best Fiction Film: R$ 5,000.00

- Prize of the Popular Jury for Best Documentary Film: R$ 5,000.00

- José Carlos Avellar's Critics Award for Best Picture: Trophy


CHAPTER XIII - DELIVERY OF AWARDS

20th Article - The trophies will be delivered in an awards ceremony on November 17, 2018.

21th Article - The cash prizes will be paid on presentation of the invoice of the legal representative of the film or by the company delegated to it when requested by the General Coordination of the Festival, with a term of up to six months after the end of the Festival.


CHAPTER XV - GENERAL PROVISIONS

22th Article - Failure to comply with any requirement of this regulation will automatically disqualify the competing film.

23th Article - The decisions of the Commissions are irrevocable.

Paragraph 1st - The Commissions shall be automatically dissolved as soon as the award ceremony is announced at the solemnity of November 17, 2018.
