Festival start: 21 September 2016      Festival end: 24 September 2016

The Festival will take place within the 5th edition of TESAPE, an event for the national cinema industry, to be held from 21 to 24 September 2016 in the Centro Paraguayo Japonés in Asuncion city, Paraguay. The Festival is aimed at young people learning a career, course or audiovisual workshop, and for those filmmakers who want to participate with their first productions. In addition to the official competition that brings together national and regional short films, the Festival will develop an instance Open Screen, for those films that have not been selected.

AWARDS:

1. Best National Short Film: The winner short film will receive the TESAPE award, especially made for the edition, and three days of professional equipment for the filming of an upcoming short film awarded by Chaco Films S.A.

2. Best Regional Documentary or Live Action Short Film will receive the TESAPE award, especially made for the edition.

3. People's Choice Award for Best Short Film, consist of a statuette by our Presenter.

4. SPECIAL MENTIONS were also awarded, they may become vacant at the discretion of the jury for the following categories: Direction, Screenplay, Cinematography, Art Direction, Sound Design, Editing, Costume Design, Makeup, Original Music, Female an Male Performance.

TESAPE SHORT FILM FESTIVAL – 2016 EDITION

THE FESTIVAL
The Festival will take place within the 5th edition of TESAPE, an event for the national cinema industry, to be held from 21 to 24 September 2016 at the Centro Paraguayo Japonés in Asuncion city, Paraguay. The Festival is aimed at young people learning a career, course or audiovisual workshop, and for those filmmakers who want to participate with their first productions. In addition to the official competition that brings together national and regional short films, the Festival will develop an instance Open Screen for those films that have not been selected.

CATEGORIES

1. Best National Short Film .
2. Best Regional Live Action or Documentary Short Film.

PARTICIPATION

1. For the National category, will be able to register all those over 18 years of Paraguay nationality and/or, those who can prove residence of at least two years in the Republic of Paraguay.

2. For the Regional category, willl be able to register those over 18 years who lives in the Estado Plurinacional de Bolivia, the República Oriental del Uruguay, the South Region of the República Federativa de Brasil or in the next estates of the República Argentina: Formosa, Chaco, Misiones, Corrientes y Entre Ríos.

3. Participating films must have been produced from September 2014.

4. Although no minimum duration is required, the shorts must not exceed 20 minutes including titles.

5. If the film has dialogues in another language other than Spanish and regardless of the duration thereof, they must be subtitled.

6. For the national category of short films, the subject will be of free choice. For the regional category of short fiction or documentary, all those productions that address social and/or specific issues to the region, will be prioritized.

INSCRIPTION

1. Registration is free and will be available only through the platform FESTHOME, where technical data of the film will be requested. The same site will request the link of the film for viewing , which should be available in H.264 MP4 format and enabled for download until one week after the call is finished .

2. It is allowed to present until three (3) films by author, of which only one (1) may be selected for the official competition. The films who have participated in previous editions of the festival, will be null, except those selected to Open Screen.

JURY:

1. The jury will be selected by the Festival Production, made up of professionals from different areas of cinema industry from countries of the region.

TERMS

1. All works submitted will become part of the video library of the Festival and with the accepting of these rules, the Festival will be also allowed to display them. The Festival undertakes to use the material exclusively in educational and informational activities.

2. The registration for the festival is free.

3. The deadline for submission of works will be open from 22 June 2016 until 4th September of the same, at 23:59hs local time in Paraguay.

4. Of all the material received, will be selected the short films for the official competition and those whose won't be selected could be showed in Open Screen outside the official competition. The latter will be able to be resubmitted in subsequent editions of the Festival.

5. The representatives of the films selected for competition, will be notified at the email address that were supplied in the registration.

6. The festival organization reserves the right to change the terms of admission and announcement dates of the selected shorts.

7. Those responsible for registration, are committed to comply with the delivery on time of the material for projection and all information that is requested for the development of programming.

8. Once registered and selected, no film may be withdrawn from the competition.

9. The participation in the Festival implies acceptance of the bases.
