FARO 1540 - Association for the Defense and Promotion of Environmental and Cultural Heritage of Faro, after the success of the last 11 editions of FARCUME - International Short Films Festival of Faro, is organizing the 11th edition of this Festival to be held in the city of Faro from 22 to 24 of September, 2023.

This 13th edition of FARCUME intends to exhibit and promote works in the short films section of up to a maximum of 18 minutes in length, divided into three categories: Animation, Documentary and Fiction.

In this festival, all national and foreign citizens can participate, individually or in groups, simply by complying with the stipulations in the regulation, filling out a registration form and having sent their works to the organization by June 15, 2023, subject to pre-selection.

The main purpose of this Festival remains the same: publicize and launch new talents as well as promote near the public the excellent works that are done in this area but not always have the desired and deserved promotion.

In other words, FARCUME within an informal environment, good mood and relaxed atmosphere intents to reward and recognize the dedication, commitment, creativity and merit of directors, actors and technical teams that, with modest means, can develop works of great quality.

Given the principles and goals of "FARO 1540", which even has the status of NGO (Non Governmental Environmental Organization) the Festival will continue to have a strong environmental concern and sensitivity alerting participants not to present short movies claiming or encouraging disrespect for the environment, human rights inequality or animal abuse. It will be further developed an Environmental Management Plan specifically "designed" for this event to ensure optimization of the resources needed for the promotion and accomplishment of the event and management of generated wastes.

13th FARCUME - FARO´S INTERNATIONAL SHORT-FILM FESTIVAL

REGULATION

1 - FARO 1540 - Association for the Defense and Promotion of Faro’s Cultural and Environmental Heritage, organizes the 11th Faro’s International Short-Film Festival (FARCUME), to be held from 22 to 24 September 2023 in Faro ( Algarve -Portugal);

2 - Participation in the Festival implies full acceptance of the conditions listed in this Regulation and the authorization to use the work(s) in this Festival and in future editions, in Farcume's extensions, promotions and any exhibitions and publications;

3 - All Portuguese or foreign people can participate in this short-film festival, either individually or in groups;

4 - Only short-films that have never been displayed in previous editions of FARCUME can participate;

5 - Contestants can submit short movies in the following categories: a) Animation b) Documentary c) Fiction

6 - Each competitor can participate in different categories to a maximum of 3 works per category;


7 - Each short-film can’t exceed 18 minutes;

9 - The enrollment in FARCUME should be formalized until June 15th, 2023 and fee 1,5 euros (short-film).

10 - Under no circumstance there will be a refund of the registration fee, including cases where payment has been made erroneously by ignorance of this Regulation and cases where movies were not selected for display.

11 - Short-films may be sent by mail, via online platforms where FARCUME is registered, or via the Internet;

12 - Should be sent:

- Registration form, duly completed and signed;
- DVD with the film or films to be displayed, or access to its download;
- Work(s) synopsis;
- Work(s) trailer;
- Poster (optional): Even though the work is sent via online platform, the posters should be sent by mail and may be sent after the competitor know that is work was selected in accordance with section 15 of this Regulation;
- Declaration of the copyright owner (producer or director) of the work(s) accepting the conditions of this Regulation and authorizing the use of the work(s) at the Festival, in its future editions, in its extensions, promotions, exhibitions and publications, but with the authors’ knowledge.

b) Internet, should be used the online platforms where Farcume is registered ( Festhome.com ) or sent to:

14 - All works submitted for this Festival must be sent free of charge (postage or customs). In their packaging should appear clearly and prominently "NO COMMERCIAL VALUE / SEM VALOR COMERCIAL”. Works sent to be paid at the addressee will not be accepted, and its reception will be refused;

15 - The short-films received will be submitted to a pre-selection, by the organization, and the competitor will be notified by email, until the 21th of June, if the work was selected;

16 - The Jury for each category will be composed of 3 elements;

17 - There will be 3 prizes awarded in each category;

18 – It will also be awarded the extra award "very short". For this extra award will compete all the works in categories a), b) and c) that have up to 4 minutes;

19 - The Jury, according to the quality of the
works presented, may or may not assign any of the prizes;

20 - The prizes mentioned above are diplomas and other symbolic prizes received from the partnerships established for this edition of FARCUME;

21 - All the short-films received for the Festival, which have been selected for display or not, will not be delivered back to the competitors, becoming part of the estate of the Festival, the organization will not use them for commercial purposes;

22 - The short-films, except those listed in the category d), with a distinct language of Portuguese should preferably, have captions/subtitles in Portuguese;

23 - Given the principles and objectives of the organizer of FARCUME, this festival should not be associated with short-films that invoke or encourage disrespect for the environment, human rights inequality, or animal abuse;

24 - The Festival organization has the right to make changes to the management, alignment, location and date of the festival whenever deemed necessary and decide on any unforeseen issue inherent to FARCUME.

25 - In exceptional circumstances, the organization may exhibit works that do not fully comply with the present Rules;

26 - The organization intends to accomplish during the Festival an exhibition with the selected short-films posters;

27 - Participation in the exhibition mentioned in section 28 is optional and is subject to the submission of posters by mail;
