With international virtual sub venues for the exhibition of competitions in Santiago, at Centro Cultural Estación Mapocho, GAM, Museo Violeta Parra and Chileactores, in Concepción at Corcudec, Teatro BioBio and Corporación Artistas del Acero. Since 2018, CINELEBU is the only festival in Chile that qualifies short films for the Oscar® Awards in three categories: International Animation, Regional Fiction and International Fiction and since 2023 Cinelebu is a Qualifying festival for the Goya Awards.

* The winners in the CINELEBU short film competitions of: International Fiction, Regional Fiction and International Animation will be eligible for consideration, in the Animation and Live Action competitions of the Academy of Cinematographic Arts and Sciences (AMPAS), as long as the short film comply with the rules of the academy. See paragraph 5.8.

RULES OF THE 24th LEBU INTERNATIONAL FILM FESTIVAL
OPEN CALL: SEPTEMBER 6th TO DECEMBER 6th , 2023
1.- COMPETITION DATE
It will be carried out in person with online activities.

It is the responsibility of the owner of the short film to comply with the necessary requirements for the short films to be viewed correctly by the Academy of Cinematographic Arts and Sciences (AMPAS) and the Academy of Cinematographic Arts and Sciences of Spain.

2.- OBJECTIVES
The purpose of CINELEBU is to offer Chilean and foreign audiovisual filmmakers an instance of dissemination, marketing and distribution of short fiction, documentary and animation films, promoting audiovisual production of technical and artistic quality, facilitating and generating spaces for contacts, business, support and exchanges, for current and future works. It also promotes training, education and audiences.

3.- CATEGORIES OF THE CONTEST IN COMPETITION

3.1.- International Fiction Short Film Category / International Documentary Category / International Animation
The official selection of works made and/or completed in the formats and conditions indicated in point 4. All works with their post-production process completed between January 1st, 2023 and December 2nd, 2023 will be eligible to participate. Works after this deadline will not be considered..

3.2.- Regional Fiction Short Film Category / Regional Documentary Short Film Category
The Official Selection for works and filmmakers from Chile or abroad that highlight themes of regional interest and/or locations and/or characters and that develop the fiction or documentary genre according to the category to apply, these works must include in their story locations other than the Metropolitan Region (Santiago de Chile). Made and/or finished in the formats and conditions indicated in point 4. All works with their post-production process completed between January 1st, 2023 and December 2nd, 2023 are eligible to participate. Works outside this period will not be considered.

3.3.- Documentary Short Film Category ORIGINARY PEOPLES
The objective is to value and be a means of dissemination for audiovisual productions with themes related to the native peoples of Chile, which promote respect, appreciation and recognition of Chile's ancestral cultures.
Indigenous and non-indigenous audiovisual filmmakers from Chile and the world who have produced works that tell and show in the production themes of the native communities of Chile in any aspect may participate.
Each participant may send the works he/she deems convenient, complying with the technical characteristics, works produced in the year 2023 will be received.

3.4.- National Video Clip Category
In the Official Selection, national video clips of music: pop, rock, jazz, grunge, blues, country, heavy metal, Indie, punk, soul. The piece must be an original work and not an excerpt or extension of another work. The filmmaker must have the rights to the music used in the piece, otherwise CINELEBU reserves the right to reject it. The piece may be an original work of the PARTICIPANT, or it may be a piece commissioned by a company, and it must have the express written authorization of the rights holder. It may not infringe any privacy rights and/or intellectual property rights (including any musical theme, unless it has a license for use or is in the public domain). Failure to comply with any of the above will result in disqualification. Video clips produced in 2023 will be received.

* ANY SHORT FILM THAT DOES NOT MEET THE DEADLINES INDICATED ABOVE WILL BE EXCLUDED FROM THE SELECTION PROCESS..

4.- GENERAL CONDITIONS OF PARTICIPATION

MANDATORY (the omission of one of these indications will leave you out of competition)

THIS APPLIES TO ALL COMPETING CATEGORIES.

4.1.- The deadline for you to provide us with your short film information and the link for pre-selection is 06/15/2023 and the deadline for you to provide us with your screening file, if selected, is 01/05/2024 and you must send it to competencia@cinelebu.cl
4.2.- For the selection and screening process, you must send your work through the following platform https://festhome.com/
4.3.- The alternative way to send works free of charge is by filling out the form on the page www.cinelebu.cl, all fields must be filled in correctly, there are mandatory fields, in the form you can upload the viewing and/or projection file (max 3 Gbit) according to the specifications of point 4.5 and the requested photographs must have a minimum of 300 dpi (max 10Mb)..
4.4 Synopses submitted should not exceed 5 lines in Arial font size 12.


4.5.- Only these 2 formats are accepted as projection files:

4.5.1. Format and codec: DCP 2k flat or open scope, closed DCP will not be allowed, 5.1 sound or Quicktime or Mp4 (MPEG4/H.264/AVC or H265/HEVC) or Quicktime (prores422HQ or prores422)
4.5.2. FullHD frame size: 1920x1080 (square pixels)
4.5.3. Aspect: 16/9, if your film has any other aspect ratio, send the projection file adjusted with letter or pillar boxes.
4.5.4. Image transfer rate of at least 30000 Kbps CBR (MPEG4-AVC / H.264)
4.5.5. PCM or AAC Stereo 48Khz Audio (no surround formats and if in AAC format, with a minimum bit rate of 256Kbps CBR).
4.5.6. If subtitles are necessary, they must be in Spanish and printed on the image, in the active area of the image of the projected picture, otherwise it will be out of base and will not be received.
4.6 The competition screenings will be online through the Festhome platform, the mere fact of submitting your short film to competition, accepts the authorization to be exhibited for all territories and to be available during all the days in which the festival takes place, they will also be exhibited in person in the different theaters during the festival. All screenings, both online and in person, are free of charge.

4.8 Maximum length 30 minutes including credits.
4.9 Films shot in the Metropolitan Region of Chile may only compete in the short fiction, documentary or international animation categories, NOT IN THE REGIONAL CATEGORY.
4.10 Failure to comply with the above specifications will result in disqualification.

5.- GENERAL AND MANDATORY BACKGROUND INFORMATION

5.1 The directors and/or producers of the selected works in Competition must include the CINELEBU Official Selection laurels before sending it for official exhibition, as well as the short films that receive an award, in both cases, undertake to include in their publicity and press material the phrase "Official Selection Lebu International Film Festival" or "Official Selection CINELEBU" as text or include the Official Selection laurels, delivered by the festival. Failure to comply with this point, enables the organization to exclude the short film from the official selection or in the case of being the winner of a category, not to deliver the corresponding awards or statuette.
5.2 The material sent will not be returned and will become part of CINELEBU's archive, for use in cultural and dissemination activities (non-profit). If for any reason beyond the organization's control the festival does not take place, the material will not be used in any activity related to the event.
5.3 By the mere fact of applying to these rules, the selected works automatically agree to authorize image extracts for the promotion of the Official Selection of the Festival through the media and online.
5.4 The festival is not responsible for the quality or content of the prizes such as scholarships, master, transfer, DCP, etc. These are given to the festival as sponsorships, therefore it will be the responsibility of the winner to contact the sponsor to make the prize effective, the festival is committed to send the report of winners, name and contacts to the winner and sponsor respectively for processing.
5.5 The festival is not responsible for any possible infringement of copyright or music rights that may be incurred by the works received, being these always the responsibility of its producer and/or director and the works are authorized in their entirety by whoever owns the rights of public exhibition of the short film, both for in-person and online exhibitions. CINELEBU acts in good faith, assuming that each producer is the owner of such rights, and each producer will assume as his own the claims that may be filed by third parties with respect to these rights.
5.6 The filmmakers classified in the Official Selection and the winners accept that their works, according to the competition, will be exhibited in the different sub venues, replicas, extensions and exhibitions that the festival has in Chile and abroad. All exhibitions will be free of charge.
5.7 Physical awards will not be sent abroad, unless the director/producer or another member of the team arranges for their own shipment, the festival will mail a digital certificate to the winners.
5.8 Works in competition that have already participated in the last qualifying process, both for the Oscar award and the Goya award, will not be accepted.

6.- JURY

6.1 It shall be made up of personalities from the audiovisual media, the arts, the industry and national and foreign culture.
6.2 There will be three official juries for each of the categories in competition.
6.3 The decision of the official and pre-selection jury is final.
6.4 The Jury of the Festival is a Parity Jury.


7.- REGISTRATION OF THE COMPETING WORKS

7.1 The registration of a work implies full acceptance of these rules.
7.2 7.2 Works received that do not comply with the general conditions of participation and the pre-selection requirements will not be entered. The organization of the contest reserves the right to make the decisions it deems appropriate for those cases not foreseen in these rules.
